Fee Settings Moved to Apply or Waive a Fee Automation

Previously merchants would set a 'Refund Handling Fee' and a 'Deduct Shipping Cost from Refund Total' in the Returns Settings. Now you can set fees by simply using the 'Apply or Waive A Fee' automation to apply or waive fees as needed.
